WATER SYSTEM IMPROVEMENTS

Sealed Bids for furnishing all materials, labor, tools, equipment and appurtenances necessary for the
construction of the Water System Improvements project will be received at the office of the DeWhite
Utility District, 1808 Smithville Hwy, Sparta, Tennessee 38583, until 2:00 p.m., local time, on
Tuesday, February 18, 2020, and then at said location publicly opened and read aloud.
The Project consists of approximately 34,000 linear feet (LF) of 12-inch water main in White County
along Smithville Highway (State Route 1), approximately 800 LF of 8-inch water main along Jay
Hutchings Road, valves, fittings, hydrants, together with miscellaneous civil work shown in the
Contract Drawings and required for a complete functioning system. The water main installation
includes, but is not limited to, eleven trenchless crossings of Smithville Highway (State Route 1)
totaling approximately 610 LF, fourteen trenchless crossings of White County roads totaling
approximately 605 LF and four directional drillings of blue line streams totaling approximately
2,400 LF. The project also consists of the development, implementation and maintenance of
stormwater erosion and sediment control best management practices to comply with the Tennessee
Department of Environment and Conservation General Permit Number TRN100000.
The work will be awarded in one prime Contract.

Advertisement for Bids
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel Requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to this contract.
The Owner will in no way be liable for any costs incurred by any bidder in the preparation of its Bid in response to this Invitation to Bid.
The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of one hundred (100) percent of the Bid.
