In Luke 10:25-37, a story is told of a man going down from Jerusalem to Jericho, and fell among thieves, which took his raiment (clothes) and wounded him and left, leaving him half dead. A priest and a Levite passed by and saw him wounded and half dead, went by without helping him in any way. Then, a certain Samaritan passed by, and, when he saw him, he had compassion on him. He stopped and went to him and bound up his wounds, pouring in oil and wine, and put him on his own beast, and brought the wounded man to an inn, and took care of him.

Then, on the next day, before he left, he took two pence (money) and gave it to the innkeeper and said take care of this wounded man: and if you spend more money than I have given you, when I come again, I will repay you. Then Jesus asked the lawyer who was a neighbor, “Which one helped someone?” to the man that fell among the thieves? Jesus said unto him, go and do likewise. For the rest of your life do as the Samaritan did.

So, the way the robbers looked at life was that whatever you have is mine if I can take it from you, and, if you get hurt, it is your fault - not mine. This kind of thinking is contrary to the command of God thou shalt not steal. They think that the end justifies the means. Money and expensive garments are desirable things to have and it does not matter how you obtain them. I Timothy 6:9,10,17,18 says but they that will be rich fall into temptation and a snare of the devil, and into many foolish and hurtful lusts, which drown men in destruction and perdition. For the love of money is the ROOT OF ALL EVIL: which while some have coveted after, they have erred from the FAITH, (no more Christians) and pierced themselves through with many SORROWS. …Charge them that are rich in this world, that they be not high-minded, not trust in uncertain riches, but in THE LIVING GOD who giveth us richly ALL THINGS to enjoy; that they do good, that they be RICH IN GOODS WORKS, ready to distribute, willing to communicate; laying up  in store for themselves a good foundation against the time to come, that they may lay hold on ETERNAL LIFE IN HEAVEN. Galatians 6:10 says as WE have therefore opportunity, let US DO GOOD unto ALL men, especially unto them who are of the household of FAITH. People that steal are not of the household of faith (THE CHURCH).

The belief of the priest and Levite is whatsoever you do is your fault and I do not have to help you out of your trouble, I have enough of my own. They did not rob or hurt some one by violence, but they would leave a man to die. They were NO HELP to ANYONE. They say and do not do. They did not have time to help some one in need but were on their way to give a sermon on how and why you NEED to help others in need. The Bible says be ye DOERS and not hearers only of the word. These are very selfish. They broke the golden rule, love thy neighbor and enemies, do good unto all men, and help those in need. They are USELESS except to themselves.

The belief of the good Samaritan is the belief of GOD, JESUS, HOLY SPIRIT, AND ALL FAITHFUL CHRISTIANS. This is the basic belief of a true civilization. People looking out for other people. Society cannot function properly without this kind of people.  Jews understand this because they take care of each other. Christians understand this. The idea here states that whatever I have I will use it to help you as long as needed. Romans 1:14-17 says I am a DEBTOR both to the Greeks and to the Barbarians; both to the wise and to the unwise. So, as much as in me is, I am ready to preach the gospel to you that are at Rome also. For I am not ashamed of the Gospel of CHRIST: for the gospel is the POWER OF GOD unto SALVATION to everyone that believe; to the Jew first, and also to the Greek. For therein is the righteousness of God revealed from faith to faith (FAITH IN GOD`S WORD – the gospel): as it is written the just shall live by faith, because whatsoever is not of faith is SIN. The good Samaritan represents people that will not harm anyone, will not ignore anyone in need, but take time and use their money to help any one in need. I TIMOTHY 2:1 SAYS I exhort that first of all. Supplications, prayers, intercessions, and giving of thanks, be made for ALL men;  For kings (the president) rulers and all in authority; that WE may lead a quiet and peaceable life in all GODLINESS AND HONESTY.VERSE 4 SAYS WHO will have all men to be saved.  Only people that are saved will go to heaven by being born again of the water and the spirit.
