Sparta City Hall, on Liberty Square, is the location of the Sparta Board of Mayor and Aldermen meetings that take place the first and third Thursdays of each month.
During the first meeting of the final month of the current fiscal year, Sparta Board of Mayor and Aldermen approved the first reading of the 2021-2022 year’s proposed budget for the city.
To begin the meeting, the board passed the first reading of an ordinance (21-937) to amend the Fiscal Year 2020-2021 Operating budget. City administrator Brad Hennessee provided the mayor and aldermen with the following written explanation as to why the adjustments were needed:
Financial Administration: City Hall replaced an old outdated server and software.
Industrial Parks: Increase due to more electric being used for sign.
Police Department: Increase in vehicle repairs, firearm supplies and completion of the evidence building.
Fire Department: Increase in turnout gear, insurance and radios.
Severe Weather Sirens: Increase in repair and maintenance.
Street Department: Increase in contractual services, office supplies, crushed stone and general purpose equipment. (Trailer bought at auction)
Mosquito Control: Increase in supplies.
Old Baker School Building: Increase in utilities. (Not budgeted)
Senior Citizens Activities: Increase maintenance at Senior Building (New roof).
Parks: Purchased building and land next to South Carter Park.
Libraries: Trees cut off bank at library.
Transfer to Drug Fund: Transfer for purchase of PPE equipment.
Transfer to Capital Projects Fund: Increase in paving.
Special Revenue Fund #121 (State Street Aid Fund): Increases in repairs and maintenance of street lights.
Special Revenue Fund #123 (Industrial Development Fund): Increase due to gateway monument sign.
Special Revenue Fund #126 (Drug Fund): Increase due to purchase of PPE equipment
Special Revenue Fund #311 (Capital Projects Fund): Increase due to paving in July but budgeted for June 2020, and increased paving.
Water/Sewer Fund: Increase due to contract work on water line upgrades for paving
The amendment passed with a unanimous vote. Vice Mayor Jim Floyd was absent from the meeting. The board also unanimously passed the first reading of two more ordinances regarding the upcoming budget.
Ordinance 21-938- An Ordinance of the City of Sparta, Tennessee making and fixing the annual appropriations of the several departments of the City for the fiscal year, beginning July 1, 2021 and ending June 30, 2022.
Ordinance 21-939 – An Ordinance of the City of Sparta, Tennessee to provide for the general revenue thereof for the Fiscal Year 2021-2022 to be known as the General Revenue Ordinance for the said year.
Additionally, the board approved the hiring of Charlie Sims as a Sparta Police Department patrolman to fill a position left vacant by the departure of Jared Denton. The aldermen also voted to approve bid results for the 2021 Street Paving for the Public Works Department, bid results for chemicals for YMCA, Water Filtration Plant, and Sewer Plant, and approved the decision to begin solicitating bids for a 15-ton HVAC unit for the YMCA building.
The meeting of the board of mayor and aldermen was briefly suspended so they could convene as the Beer Board and approve the Application for Beer Permit for On-Premises sales for Marioochi’s Pizzeria on Liberty Square.
Sparta Board of Mayor and Aldermen meet again 5 p.m., June 17, 2021, at Sparta City Hall. During the regularly scheduled meeting, there will be a second reading of the city’s financial plans for the upcoming fiscal year which, if passed, will make the 2021-2022 budget official.
