The full court of White County Commissioners met briefly, on June 15, to approve several resolutions and keep business running as usual.
The board approved three resolutions to adjust speed limits on roads within the county. The first of those, Resolution No. 25-06-2020, set the speed limit at 30 mph on a stretch of Blue Springs Road, beginning at the Highway 84 intersection and continuing to the Frank Sims/Mack Floyd Road intersection. Resolution No. 26-06-2020 designated the speed limit on Power House Road, beginning where the road intersects with McMinnville Highway and continuing the entire length of the road, at 25 mph. Additionally, Resolution No. 26-06-2020 set a 25 mph speed limit along Dew Road, beginning at Bunker Hill Road and continuing to the dead end at the end of Dew Road.
The board also passed Resolution No. 28-06-2020, a resolution to adopt the County Powers Act. The County Powers Act allows White County, under the directives of T.C.A. $ 6-2-201(22) and (23):
Define, prohibit, abate, suppress, prevent and regulate all acts, practices, conduct, businesses, occupations, callings, trades, uses of property and all other things whatsoever detrimental, or liable to be detrimental, to the health, morals, comfort, safety, convenience or welfare of the inhabitants of the municipality, and exercise general police powers; and
Prescribe limits within which business occupations and practices liable to be nuisances or detrimental to the health, morals, security or general welfare of the people may lawfully be established, conducted or maintained.
The resolution recognized that the authority under this Resolution does not extend to the properties within incorporated areas established within the county, as those cities would have their own ordinances in place. Additionally, there is room for those businesses, properties and activities that are exempt from regulation. The resolution also recognized that the county must act within the limitations of the provisions of the United States Constitution when regulating any activities.
Other resolutions passed unanimously by the White County Board of Commissioners were:
Resolution No. 29-06-2020 Amend General Purpose School Fund
Resolution No. 30-06-2020 Amend FY 2020 General Fund
