White County Board of Commissioners met for their final regular called meeting of the calendar year, on December 19, 2022, and got right down to business working through all 11 resolutions that were presented to them.

With just two commissioners absent – Jordan Cocke, of District 5, and David Cranford, of District 2 – the remaining 12 commissioners comprised a quorum and approved all items on the agenda, although a couple of the items did come with some differing votes.

The board unanimously approved Resolution 86-12-2022, which subtracted .32 miles of road from Browntown Road and added it to Austin Road, changing the distances of each road without having to construct any roadways. In addition, the board set a speed limit of 35 miles per hour for the section of Austin Road that runs between Cole’s Chapel Road and Southard Road when they unanimously approved Resolution 87-12-2022.

Resolution 88-12-2022 – Levy for Additional Sales Tax is one of three resolutions that received some “no” votes. Both Kyle Goff, District 7, and Dakota White, District 4, voted against the resolution, while the other ten commissioners in attendance voted in the affirmative.

The Levy for Additional Sales Tax resolution proposes an 0.5 percent increase in local option sales and use tax within the county. It is important to note that the City of Sparta already has this option in place. The resolution requests that the White County Election Commission authorize a special election to be held which will allow the citizens of White County to vote either “for” or “against” increasing the local sales tax rate within the county from 2.25 percent to 2.75 percent.

Resolution 90-12-2022 – Resolution to Increase Tipping Fee at Solid Waste Department was another resolution that didn’t get a unanimous vote, with Dakota White again casting a “no” vote. The other 11 commissioners present voted in favor of adjusting the fee from $51.25 per ton to $61.25 beginning Feb. 1, 2023. The increase includes a $1.25 fee charged by the State of Tennessee.

The third resolution to get a mixed vote was Resolution 91-12-2022 – Setting Fees for the Supply and Service of Roll-Off and front-End Garbage Containers. Chris Brewington, District 1, cast the only dissenting vote. The resolution passed, and the new fees will go into effect Feb. 1, 2023.

All other business of the full court was fully agreed upon, with unanimous approval by all 12 commissioners present at the December meeting.

  • Resolution 89-12-2022 – A Resolution to Declare Items as Surplus Property (This included five Ford Crown Victoria vehicles ranging in year from 2007 to 2009 being used by the Sheriff Department).
  • Resolution 92-12-2022 – A Resolution to Amend fiscal Year 2023 General Fund
  • Resolution 93-12-2022 – Reappointing E-911 Board Member (Alan Marsh)
  • Resolution 94-12-2022 – Appointing E-911 Board Member (Robert McCormick)
  • Resolution 95-12-2022 – Amending and Establishing the Term of Judicial Commissioner (the term is now set at one year rather than the previous four-year term).
  • Resolution 96-12-2022 – Appointing Judicial Commissioners (Lisa Harvey and Emily Huddleston)

The court of commissioners also approved all four applications for notary that they were presented: April Wheatley, Catherine Johnston, William Haston Jr., and Dawn Jones.

The next meeting of White County Court Board of Commissioners will be 6 p.m., Jan. 23, 2023, which is the fourth Monday, because of the Martin Luther King Jr. holiday falling on the third Monday.
