White County Board of Commissioners voted to approve naming the county’s recreational complex after David Culley, a 1973 White County High School graduate who has spent his career coaching football at both the collegiate and professional level, most recently with the NFL’s Houston Texans.

“David is a great guy,” James Leftwich told the commissioners as they prepared to vote to approve Resolution No. 19-04-2022. “We are just proud of David. We appreciate what you are all about to do.”

With 10 yes votes and four absent commissioners (Andy Haston, Dale Bennett, Terry Alley, and Lee Broyles), the resolution passed, and chairman Stanley Neal declared the complex located on Highway 70 will now be known as the David Culley White County Recreational Complex.

The board also worked to pass several other resolutions during their Regular Called meeting on April 18, all of which passed, with the 10 present commissioners voting in favor.

  • Resolution 20-04-2022. Approve ADA Transition Plan for White County
  • Resolution 21-04-2022. Amend General Fund
  • Resolution 22-04-2022. Amend General School Fund
  • Resolution 23-04-2022. Amend Central Cafeteria Fund

The next item of business was to approve and spread on minutes to appropriate matching funds for Tennessee Department of Environment and Conservation  Water Infrastructure.

“[There] is no need to do a budget amendment since these funds won’t be spent until next year,” county executive Denny Wayne Robinson told the commissioners. “But we have to have a commitment on record so we can go to utility districts and let them know what our plans are.”

Robinson said the matching funds would be approximately $615,000, and the county would use ARP money for the matching amount.

The board also approved Resolution 24-04-2022, appointing five members and one alternate to the Board of Equalization for two years. The members appointed were Gary McBride, Roger Morris, Marshall Lafever, Benjamin Michael Lewis, and Kenya Reed, with Cody Wilhite being appointed as the alternate.

Under new business, Robinson presented the board with two additional resolutions: one to declare five vehicles as surplus equipment and one to approve applying for the next year’s Community Block Development Grant. As with all the other items on the agenda, the additional amendments passed with all 10 commissioners present voting in favor of them.
