Samantha Satterfield, of Sunseeker Outfitters, addressed Sparta Board of Mayor and Aldermen at their recent meeting about a venture she is pursuing that includes renting kayaks, giving tours, and teaching safety programs on the Calfkiller River.

During the April 7 meeting, Satterfield spoke to city officials during the time allowed for citizens’ comments. She talked about the possibility of additional parking, via permit, for her customers at the 211 W. Bockman Way location. She also discussed wanting the city to be aware she would be using the city’s public docks and the moving water under the bridge at the South Carter Street Park portion of the Calfkiller River. She also mentioned the possibility of offering safety courses for city personnel.

In other business, Mayor Jeff Young offered the city’s congratulations to Ethan Roberts and Kellie Jolly Harper.

“We would like to offer our congratulations to Ethan Roberts, a graduate of White County High School, who this week was named to the Chicago Cubs roster,” Young said. “Secondly, we would like to congratulate Kellie Jolly [Harper], head coach of the Lady Vols, who recently made it to the Elite 8, in the NCAA tournament.”

Young’s next order of business was to administer the Oath of Office to Sparta  Police Department’s newest patrolman, Matthew Thomas.

With department reports being mainly business as usual, the board voted on, and unanimously approved, several agenda items.

  • Ordinance #22-945. An Ordinance to adopt an Emergency Operations Plan. First Reading
  • Resolution #22-566. A Resolution calling for a City election to be held on August 4, 2022, for the purpose of electing three Aldermen and Mayor for four-year terms to the Sparta Board of Mayor & Aldermen.
  • Resolution #22-567. A Resolution to amend Title 5, Chapter 5 of the Sparta Municipal Code pertaining to spending limits for Department Purchase Orders.

The board also approved a proposed Lease Agreement for a building, owned by the city, located at 211 W. Bockman Way. The city will lease the building to H.W. Assembly & Finish for a period of six months at the rate of $650 per month.

The board also voted unanimously to approve several purchase requests, including the purchase of an Aeration Shaft Bearing for the Wastewater Treatment Plant and parts to rebuild the S.R. 111 Sewer Pump Station. They also authorized the purchase of various transformers for the electric department and agreed to the solicitation of bids for materials to enclose a shed at South Carter Street.

The board also approved the internal transfer of Preston Martin to the vacant Sewer Trades Helper position and Dustin Kerr to Truck Driver, the position currently held by Martin, for the Water Division of the Public Works Department. The internal transfers also resulted in the approval of the solicitation of applications for a Water Plant Operator.

The next meeting of Sparta Board of Mayor and Aldermen is scheduled for 5 p.m., April 21, at city hall.
